Terms of Service

Last updated: July 12, 2026

1. Acceptance of terms

By accessing or using this site (the "Service"), you agree to be bound by these Terms of Service. If you do not agree, do not use the Service. If you use the Service on behalf of an organization, you represent that you are authorized to accept these terms on its behalf.

2. Description of the Service

The Service is an independent, informational historical archive of technology-transfer records recovered from public web archives, together with an optional authenticated workspace for organizing and searching those records. It is a reference and research tool. It is not an official government service and is not affiliated with or endorsed by the U.S. Department of Defense or any federal agency.

3. Accounts & responsibilities

Some features require an account. You are responsible for maintaining the confidentiality of your credentials and for all activity under your account. You agree to provide accurate information and to notify us promptly of any unauthorized use. You must be legally capable of entering into a binding contract to create an account.

4. Acceptable use

You agree not to:

  • use the Service in violation of any applicable law or regulation;
  • attempt to gain unauthorized access to the Service, its systems, or other users' accounts;
  • interfere with or disrupt the integrity or performance of the Service;
  • scrape, harvest, or bulk-download content in a manner that burdens the infrastructure or violates these terms; or
  • use the Service to infringe the rights of others or to distribute unlawful content.

5. Intellectual property

The underlying records are drawn from public sources and government works, which are not owned by the operator. The compilation, organization, presentation, design, and software of this Service are owned by the operator and protected by applicable law. Third-party names, logos, and marks that appear in the records belong to their respective owners and are used only for identification and reference. Nothing here grants you a license to any third-party mark.

6. No warranty

The Service and all content are provided "as is" and "as available," without warranties of any kind, whether express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, accuracy, completeness, currency, or non-infringement. We do not warrant that the archived records are accurate, current, or complete, or that the Service will be uninterrupted or error-free.

7. Limitation of liability

To the maximum extent permitted by law, the operator and its contributors will not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, or for any loss of profits, data, goodwill, or other intangible losses, arising out of or relating to your use of (or inability to use) the Service — even if advised of the possibility of such damages. To the extent liability cannot be fully excluded, it is limited to the greatest extent permitted by applicable law.

8. Indemnification

You agree to indemnify, defend, and hold harmless the operator and its contributors from and against any claims, liabilities, damages, losses, and expenses (including reasonable legal fees) arising out of or in any way connected with your use of the Service, your violation of these terms, or your violation of any law or the rights of any third party.

9. Third-party links & sources

The Service may link to third-party sites and resources, such as Google Patents and the USPTO. We do not control and are not responsible for the content, accuracy, or availability of those resources, and a link does not imply endorsement. Your use of third-party sites is governed by their own terms.

10. Governing law

These terms are governed by the laws of the State of Pennsylvania, USA (placeholder — the owner should confirm the governing jurisdiction), without regard to its conflict-of-law provisions.

11. Changes & termination

We may modify these terms at any time by posting the revised version and updating the "Last updated" date. Continued use after changes constitutes acceptance. We may suspend or terminate your access to the Service, in whole or in part, at any time and for any reason, including violation of these terms.
