Alternative Fuels and Power SourcesThe source and availability of petroleum-based fuels are likely to be economically limited in the near future. Further, the transport and delivery of large volumes of liquid and gaseous petroleum fuel is a major impediment to the cost and the ability to rapidly move forces. S&T; should focus on an integrated energy program to increase energy conversion efficiency of traditional fuels; identify and develop alternative fuels; and redouble energy conservation efforts within the Fleet without reducing readiness. S&T; efforts should include accelerated development of hydrocarbon and hydrogen fuel cell technology for shipboard power production and should leverage significant work from the auto industry and focus on medium-sized marine fuel cells, hybrid technologies, and related energy technology such as "scavenged fuels" to meet military fuel demands. For example, nanomaterials woven into clothing that can capture solar energy to provide power for the individual soldier, and can do so with higher solar efficiency than traditional crystalline materials. Priority 9 - Ship SurvivabilitySurvivability (Susceptibility, Vulnerability, & Recoverability) improvement is essential to improving ship effectiveness. Events have demonstrated that current ship survivability is inadequate compared to previous decades. Both in-service and emerging optimally manned ships require improvements to meet current and emerging threats. S&T; in this area should focus on reducing susceptibility to EM threats, reducing ship radar detection and classification ranges, reducing acoustic detection range, as well as focusing on technology that will assist in surviving and/or minimize severe damage. A potential focus area includes nanotechnology research on high strength, lightweight, antiballistic materials (nano-aluminum alloys and nanocomposites). Mini Unmanned Air Vehicle (MUAV)

Request information regarding current innovations toward increased loiter time and imagery payloads for a MUAV which is man-portable and clandestine at the AGL of 500 to 1500 ft. The AF Special Operations Forces are in need of persistent surveillance during operations that have minimal National ISR assistance through national assets for this extended time. Vehicle must be modular and man portable. Sensor payload to include but not limited to EO and IR for day and night operations. Current communication devices (data link) are analog but looking to transition to digital technology. Payload package expected not to exceed 10 lbs. Propulsion plant limitations of current battery technology require team to look into ICE and heavy fuel engines or a Hybrid of battery/fuel cell/ICE. Team only has a small budget and a limited time frame for this project. Must have product completed prior to 1 September 2007.
