The interservice Training Review Organization (ITRO) determined that the consolidation of the Naval Aviation Water Survival Training Program and the USAF Water Survival Parachuting Program would serve in the best interest of the Department of Defense. As a result, the USAF Parasail Trainer (two launch platforms and nine (9) MonArk parasail tow/pick-up boats) was transferred to the Navy, inducted into the Navy''s COG 2''0'' inventory system by the Naval Air Warfare Center Training Systems Division (NAWCTSD) and designated DV 9F7A. Only one DV 9F7A exists.
Projectile Demilitarization Facilities

The Autoclave Demil System was designed and developed by ARDEC. A large scale autoclave system was designed, built and installed based on the ARDEC design and was used to reclaim approximately 10.5 million pounds of TNT which was later used in the production of new bombs for the Air Force. The fully functional prototype system can be used to demil 60mm, 81mm, 120mm, and 155mm projectiles. The system is also used to demil projectiles received from onsite EOD personnel. This includes foreign munitions recently removed from Southwest Asia. Projectiles demilled in the autoclave are sent to Bldg 800 to be thermally decontaminated to 5X status. Explosives drained from the projectiles are captured in a 25-gallon Melt Kettle where the composition of the material can be analyzed utilizing Near Infrared (NIR) Compositional Analysis System.
10V Space Chamber

The 10V Space Chamber is a state-of-the-art deep space environment simulation test facility designed to test high performance interceptors and surveillance sensors. The chamber shares vehicle handling and target systems with the 7V Space Chamber as well as support infrastructure. The facility consists of a 10-foot-diameter by 30-foot-long chamber containing a full gaseous helium thermal shroud and an optically clean vacuum pumping system. A 300,000-pound seismic mass allows vibration isolation of the optical bench and all optical elements. The chamber is surrounded by a class 1000 clean room.
Airborne Evaluation Facility

AFRL's Airborne Evaluation Facility (AEF) utilizes Air Force Aero Club resources to conduct test and evaluation of a variety of equipment and concepts. Twin engine Cessna 402B and a Piper Aztec aircraft are specially configured for the test mission. These are especially suited to test SIGINT, IMINT, LASINT, and other sensors, as well as communications, navigation, ECM and ECCM systems. The AEF can also provide controlled signal source and target for evaluation of ground based systems.

Under existing FAA and JAA certification regulations, an airplane must demonstrate the ability to operate safely in a wide range of icing conditions. Engine icing occurs as aircraft fly through clouds of supercooled liquid water droplets. The water droplets impact the forward facing surfaces of the aircraft and the engine and, when the heat of fusion of the liquid water is removed from the surface, the small water droplets freeze. Ice adhering to airfoil surfaces will distort the airflow and lead to altered performance of the airfoil. In turbine engines and inlets, ice collection can eventually, sometimes in a matter of a few minutes, alter or block enough airflow to cause engine operability problems.
Decade Radiation Test Facility

The DRTF is a world-class, unique facility producing multiple radiation environments to test various systems such as satellites and missile guidance controls and their components. A smaller X-ray simulator, the Modular Bremsstrahlung Source (MBS) provides nuclear weapons effects (NWE) testing on cables and small satellite components. It is the only DoD nuclear weapons effects facility with the capability to sufficiently test systems to their high confidence requirements and show they will survive and properly function in radiation environments experienced during their missions.
Aerodynamic and Propulsion Test Unit

The Aerodynamic and Propulsion Test Unit (APTU) is a blowdown facility designed for true temperature aerodynamic, propulsion, and material/structures testing. A vitiated air heater (VAH) provides the required temperature. Liquid oxygen is added in an oxygen mole fraction exists in the test medium. The facility is completely computer-controlled during a run, and very rapidly transitions in pressure and temperature (altitude changes) that can be accomplished at a fixed Mach number. The remote location of the facility plus the straight line ejector exhaust configuration, allows for unique test capabilities. For example, test article hardware separation, i.e. releasable model shrouds, is allowed. Certain types of ammunition/explosive (live-fire testing can be done. The facility is also sited for 10,000 pounds of Class 1.3 explosives.

The Advanced Missile Signature Center (AMSC) is a national facility supporting the Missile Defense Agency (MDA) and other DoD programs and customers with analysis, modeling, measurement, archival and distribution services. The AMSC archives include target, threat and background signatures for missiles and other vehicles. A skilled staff and state-of-the-art tools and infrastructure enable the AMSC to efficiently support our customers and reduce program risk.

The Electronic Warfare Directorate has full electronic warfare test and evaluation capabilities to meet mission-specific requirements. Extensive test facilities include the Test and Evaluation Modeling and Simulation facility, systems integration laboratories for software test and integration, hardware-in-the-loop facilities to evaluate the effectiveness of EW systems and tactics, and installed systems test facilities, such as the Benefield Anechoic Facility. Open air ranges, flight test and measurement facilities provide antenna performance and aircraft radio frequency and infrared signature test and evaluation capabilities.

The 412th Test Wing operates and maintains the Edward's Flight Test Range (EFTR) complex. The EFTR is a major range resource consisting of multi-environmental test areas, instrumentation, and airborne capability needed for developmental test and evaluation (DT&E;) and operational test and evaluation (OT&E;). Low and high altitude supersonic flight profiles can be accommodated over land and water ranges from surface to unlimited altitude. Highly instrumented land test areas, along with access to overwater areas provide for full aircraft/avionics/weapon integration and subsystem testing. Range capabilities include radar, telemetry, radio, television, and timing instrumentation. These elements are controlled from Ridley Mission Control Center (RMCC) and can be modified and adjusted to meet test requirements. The EFTR encompasses some 1575 square statute miles of restricted airspace designated R-2515. Contained within R-2515 are two range areas designated Precision Impact Range Areas (PIRAs). The PIRA was established for the conduct of air-to-ground gunnery, precision bombing (PB) tests, photo resolution, spin testing, aerial decelerator tests, and other tests requiring precision instrumentation. The range is located in the southeast portion of the Edward's reservation and covers approximately 75 square miles. Supersonic approaches to the PIRA below 15,000-feet MSL are restricted to the Alpha Corridor (west to east) only. The PIRA is subdivided into the West Range, the East Range and the PB-6 Range. Each range can be scheduled individually, or in conjunction with one another, dependent upon mission requirements.
Ground Vibration Test/Structures Laboratory

The GVT system is designed to perform GVT's on fighter-sized aircraft, modifications, and troubleshooting of aircraft structural problems. Although designed for small aircraft, can be used on all aircraft in the Air Force inventory. The system is a multichannel excitation system capable of four simultaneous excitation points and 1,286 response channels taken in banks of up to 51 channels. Both excitation and response are driven by Hewlett-Packard (HP) 9000 Series 380 workstation utilizing either HP's VISTA Modal Test Acquisition or Structural Dynamics Research Corporation's (SDRC) data acquisition software.

The technology was originally developed by the Air Force Research Laboratory and matured under the sponsorship of the Department of Defense’s Joint Non-Lethal Weapons Directorate. Approximately $51 million has been invested over the past eleven years. The technology was developed in response to Department of Defense needs for troops to have options short of deadly force. Non-lethal technologies can be used for protection of defense resources, peacekeeping, humanitarian missions and other situations in which the use of lethal force is undesirable. ADS will provide these capabilities close in as well as at longer standoff ranges.

Maui High-Performance Computing Center

The Maui High-Performance Computing Center (MHPCC) is a research and development center that provides a state-of-the-art computational capability. It is managed by the University of Hawaii under contract to Air Force Research Laboratory’s Directed Energy Directorate at Kirtland Air Force Base, New Mexico. The MHPCC operates as a distributed center for the Department of Defense’s High Performance Computing Modernization Program providing advanced hardware, tools, training, and network connectivity to DoD researchers across the country who support the warfighter. In addition, the MHPCC provides critical high-performance computing resources to other DoD and non-DoD government agencies and educational institutions in Hawaii and throughout the continental United States. The Center is under the command of Air Force Research Laboratory’s Detachment 15: the host unit for all Air Force resources on Maui. The MHPCC is located in the Maui Research and Technology Park in the town of Kihei on the island of Maui, Hawaii.
Laser Effects Test Facility

The Laser Effects Test Facility of the Air Force Research Laboratory’s Directed Energy Directorate conducts experiments for the Laboratory, Department of Defense, Department of Energy, as well as other government agencies, U.S. industry, and universities. The facility’s primary objective is to perform research to better understand the physics of laser interactions on various materials.
Air Data Calibration Facility

This facility is for low altitude subsonic altimeter system calibrations of air vehicles. Mission is a direct support of the AFFTC mission. Postflight data merge is used to provide corrections to air data systems. The 35-foot tower uses a surveyed altitude grid to determine actual altitude to within 10-feet. A computer is installed to provide real-time weather data Inter-Range Instrumentation Group (IRIG) time and visual altitude transcriptions. A UHF/VHF radio is also installed for test communications. The lakebed run-in provides for a stable air mass increasing the accuracy of the calibration.

This unique capability allows all engine parameters to be checked and updated at a rate of 3.7 megabytes per second. This facility has four independent sound suppression test cells, each rated to 50,000 pounds of thrust. One test cell incorporates the T-9 test adapter. This facility can test jet engines for B-1, B-2, F-15, F-16, T-38 T-39, KC/EC-135, and other aircraft. An advantage of this unique Test Cell is it's completely automatic, delivering a high quality product in less time than manual testing. An unlimited range of engine repair and inspection capability is offered by maintenance.
Stores, Weight and Inertial System Facility

This facility provides stores weight, center of gravity, and inertia measurements in support of weapon/aircraft compatibility testing. System provides store weight from 0-4000 pounds to an accuracy of +/- 1 pound, stores center of gravity to within .25 inch, and store inertia to within 4 slug feet squared. The system will accept standard 16-inch and 30-inch lug mounts. Provisions are available to support nonstandard configurations as well.

Specialized facilities in the Test Measurement and Diagnostic Equipment Laboratory include a 68-degree dimensional room for dimensional measurements of highly accurate dimensional test, measurement, and diagnostic equipment; Radioactivity Detection Indication and Computation (RADIAC) Equipment calibration room for the calibration of radioactive test equipment; F-16 Type IV Precision Measurement Equipment Laboratory (PMEL) for the calibration of F-16 specific support equipment; and F-15 Type IV PMEL for the calibration of F-15 specific support equipment.
Aircraft Horizontal Thrust Measurement Facility

This facility is designed to support the DoD mission by providing unique air vehicle installed engine performance (thrust output) measurements. This system consists of four thrust measurement platforms designed to support any size aircraft. This facility also supports other government agencies and civilian aircraft testing. Benefield Anechoic Facility

The BAF is an ideal ground test facility to investigate and evaluate anomalies associated with EW systems, avionics, tactical missiles and their host platforms. Tactical-sized, single or multiple, or large vehicles can be operated in a controlled electromagnetic (EM) environment with emitters on and sensors stimulated while RF signals are recorded and analyzed. The largest platforms tested at the BAF have been the B-52 and C-17 aircraft. The BAF supports testing of other types of systems such as spacecraft, tanks, satellites, air defense systems, drones and armored vehicles.

Newport Antenna Research and Measurement Facility

Antennas and antenna systems can be evaluated in three ways: "free space" performance, radiation pattern changes due to airframe effects, and a measurement of antenna-to-antenna isolation (coupling). The facility, located 26 miles east of AFRL's Rome Research Site consists of two hilltops (Irish and Tanner) with six data gathering locations and ten measurement ranges with complete fiber optic connections at the facility ranging from 7250 foot far field range to shorter ground reflection ranges covering the frequency bands of 60 MHz to 60 GHz. The two hills are 1.5 miles apart with a 430 foot valley in between. Transmit and receive equipment and heavy duty three-axis aircraft pedestals are located on each hilltop. Each hilltop has an airframe storage/work building, which allows airframes to be modified and prepared for measurements on site. The assets include full size F-22, F-111, F-16, F-15, A-10, F-4 airframes, Comanche Helicopter, and the forward and aft sections of the B-1B, C-130, KC-135 and B-52 along with a variety of ground planes up to 40 feet in diameter.
Stockbridge Antenna Measurement and Research Facility

The Stockbridge Antenna Measurement Facility is located 23 miles southwest of AFRL¹s Rome Research Site. This unique measurement facility is designed to evaluate the antenna systems of full-size large airframes such as the C-130. The installed antenna patterns, system-to-system coupling and the effects of special materials, radomes and installation locations are evaluated. The facility consists of an extremely heavy-duty turntable with a 200 ft arched measurement probe system that provides hemispherical antenna coverage evaluations. Fixtures are also available to install ground wheeled vehicles on the turntable to evaluate installed antenna performance.
Polymer Processing and Characterization Laboratory

The purpose is to process and evaluate polymers for use in nonlinear optical, conductive and structural Air Force applications. Primary capabilities are extrusion of polymeric films; fiber spinning; fiber heat treatment rheological and mechanical properties characterization of films, bars and fibers; spin casting and self assembly of thin films; dynamic and thermal analysis; sample fabrication for mechanical testing.

Advanced Navigation Laboratory

Prototype Munitions Fabrication Lab

Areas of responsibility include air-to-air and air-to-ground weapon fabrication, aeromechanic shapes for wind tunnel investigations, flight test models, modular weapon interface units, and suspension and release prototype hardware. These models consist of full-scale and reduced-scale sizes. The Munitions Fabrication Facility can perform extremely accurate work in machining, sheet metal work, welding, fiberglass/plastic work, numerical control machining, and quality control/measuring.
Electrooptics and Millimeter Wave Lab

Research to date has resulted in the flight testing of a small correlator on a model airplane. Test results show the capability of an optical processor to recognize mobile targets in real time. Under development is a seeker system combining laser radar and optical processing to show the capability of optical processing for use in laser systems. Other research has focused on development of optical modulator technology and application of optical correlation to biological system identification such as cancer detection and blood analysis.

Environmental Science Lab

Perform the basic and applied environmental research necessary to determine the environmental effects of a variety of conventional munitions, weapon systems, and related materials under development by the Air Force Research Laboratory Munitions Directorate and to conduct environmental monitoring, chemical pharmacy operations and hazardous material/waste management to ensure compliance with Department of Defense, Air Force Instruction, Code of Federal Regulation, and State and local statutes and regulations. LADAR Development and Evaluation Research Facility (LDERF)

The optics laboratories have four optical workbenches on isolated slabs of cement in two separate rooms. An indoor range allows LADAR experiments in a controlled environment. Motorized doors provide convenient access to the outdoor range. Numerous lasers are available for LADAR integration or other experiments, ranging from low power CW HeNe lasers to high pulse energy diode-pumped solid state lasers at a variety of wavelengths. Current research efforts at the LDERF utilize active imaging LADAR systems operating at wavelengths from the visible through the near infrared. The performance of optical detectors such as the avalanche photodiode (APD) can be characterized in the optics laboratories.
Mark 1 Test Facility

The Mark I Test Facility is a state-of-the-art space environment simulation test chamber for full-scale space systems testing. A $1.5M dollar upgrade in fiscal year 2000 replaced existing oil diffusion pumps with a complete dry pumping system, cleaned the interior of the chamber and refinished the surface the (LN2) thermal shroud. A new Hewlett Packard 3852, with 1,500 channels of data capability, replaced the previous Micro-Vax data system. These upgrades, combined with the shear size of the facility, at 42 ft diameter by 82 ft, postures AEDC for future testing of full-scale satellites and other space systems requiring a contamination-free test environment.
Aeropropulsion Systems Test Facility (ASTF)

Information processing capability-ASTF C-cells Data Acquisition and Processing System (CDAPS) with its 12 minicomputers plus a high-speed CRAY-XMP/14SE super computer can acquire and process test information from more than a thousand sensors embedded in the facility and propulsion system and deliver the results in near real time to engineers directing the test.

Propulsion systems are the key to developing reliable future flight vehicles. The most critical pacing element for aircraft, missiles and spacecraft is the flight vehicle's propulsion system. Testing of rocket propulsion systems provides information such as the burning characteristics of propellants, the precise amount of thrust delivered, durability of the engine and compatibility of the components and associated controls. Simulated flight tests of rocket propelled missiles or space systems can provide information which can reduce the number of costly launches and test flights and reduce the time required in development of a system. Flight failures cost millions of dollars and cause major schedule delays because typically they come very late in the development cycle.

A large complex contained within approximately 600 acres with security fencing, controlled access gates, and a munitions convoy access road. The complex is capable of handling multiple programs and multiple levels of security. The complex is certified and meets DoD standards associated with safe separation criteria and isolation requirements for munitions/missile integration buildup and test. Various facilities within the complex are capable of handling solid or liquid powered munitions, missile/payload integration, missile operational software verification, weapon system checkout for first flights, and full rotary launcher maintenance and checkout. The complex also contains munitions storage areas for receiving, inspecting, repairing, repackaging, and issuing munitions and munitions related items. Also within the confines of the complex are 2,213 storage bunkers which are standard double door igloos used to store up to 3,120,000 pounds.
Aircraft Gun Harmonization Facility

The Gun Harmonization Facility is a concrete pad with a retaining wall constructed on three sides. The facility measures 50-foot W X 70-foot D. It contains approximately 100 tons of washed plaster sand and has railroad ties and sand bags configured around the exterior to eliminate possible ricochets. There are aircraft (A/C) tie down points available for securing A/C. The facility is primarily used for aligning A/C Head-Up Display (HUD) symbology for gun sighting as well as boresighting and live weapon checkout.

The DIADS at TEMS, will provide a hardware-in-the-loop capability for evaluating operational effectiveness of electronic combat components in a real-time simulated enemy integrated air defense systems (IADS) environment. DIADS is the follow-on core simulation system of the Real-time Electromagnetic Digitally Controlled Analyzer Processor (REDCAP) facility which was previously located in Buffalo, New York. The new DIADS facility at Edwards will incorporate the hardware-in-the-loop subsystems previously located at REDCAP. The hardware-in-the-loop subsystems allow man-in-the-loop operations within the IADS command and control structure.
Air Force Electronic Warfare Evaluation Simulator

Testing is conducted at actual frequencies, in real-time, and incorporates hostile effects in a dense radar and infrared environment. This provides an effectiveness evaluation of radar warning receivers, radio frequency and infrared jammers, chaff, flares, towed decoys, evasive maneuvers and combinations of these EC systems and techniques.

The facility is designed to accommodate aircraft up to C-18 (ARIA) 707-320 size. This is state of the art for environmental controls and handles a wide range of corrosion control processes. Specialized corrosion control processes substantially reduce or eliminate hazardous waste and environmental pollution. All meet current California OSHA standards.
